New Public Health Order Issued

Athletic activities
Indoor group physical activities
Businesses, recreation centres or other organizations that organize or operate high risk indoor group physical activities must suspend the following activities:
  • Spin classes
  • Hot yoga
  • High intensity interval training (HIIT)
Guidance on other physical activities done with a group indoors will need to follow updated guidance that is being developed. These activities can stay open while updated guidance is being developed. This includes:
  • Dance studios
  • Martial arts
  • Cheerleading
Gyms and recreation facilities
Gyms and recreation facilities that offer individual workouts and personal training sessions can remain open as long as they have a COVID-19 Safety Plan that is strictly followed. 

Sports games, competitions and practices
Games, competitions and practices can continue with no spectators and no travel. 

Spectators
No spectators are allowed at any sport activities under the order. The only people allowed to attend sport activities are those that provide care to a participant or player. For example, providing first aid. 

Travel for athletic activities
Travel to, from and between regions for athletic activities like games, competitions, training and practice is restricted under this order. For example:
  • A team from Abbotsford cannot attend a training session in Chilliwack
  • A team from Victoria cannot attend a practice in Richmond
Exemptions
High performance athletes are not included in the order. To qualify as a high performance athlete, you must be:
  • Identified by the Canadian Sports Institute Pacific as a high performance athlete affiliated with an accredited provincial or national sports organization
  • Already training in B.C.
  • Continuing to follow the safety guidelines of your provincial sports organization

The NCHL is currently seeking further clarification on this New Public Health Order and determining if NCHL Games will be able to resume at the Richmond Olympic Oval. Further information will be provided as soon as possible.
Pause To Winter Season For 2 Weeks

As of Today Saturday, November 7, 2020 3:40 PM here is the Official News Government BC Release Joint Statement https://news.gov.bc.ca/releases/2020HLTH0059-001922 & Lower Mainland Restrictions https://www2.gov.bc.ca/gov/content/safety/emergency-preparedness-response-recovery/covid-19-provincial-support/lower-mainland that specially states Hockey.
 

"Today, new provincial health officer orders have been put in place for all individuals, places of work and businesses across the Fraser and Vancouver Coastal health regions, with the exception of Hope, the central coast and the Bella Coola Valley.

"The orders are in effect starting today, Saturday, Nov. 7 at 10 p.m. through to Monday, Nov. 23, 2020, at 3 p.m.

Group physical activities
 
Businesses, recreation centres or other organizations that organize or operate indoor group physical activities must suspend these activities. This includes:

Spin classes
Yoga
Group fitness
Dance classes
Any other group indoor activity that increases the respiratory rate
 
Indoor sports where physical distancing cannot be maintained are suspended. This includes activities like:

Boxing
Martial arts
Hockey
Volleyball
Basketball
 
These activities can be replaced with individual exercise or practice that allows everyone to maintains a safe physical distance.

Indoor group physical activities can only resume when the business has updated their COVID-19 safety plan and received plan approval from their local Medical Health Officer.

As such, at the Richmond Olympic Oval in conjuction with the NCHL, until further notice organized team sport games will be paused.
2 Directives Going Forward

1) The last player from each Team that leaves the Staging Area onto the ice or off the ice will be responsible for closing their Staging Area Door. Please do not close the Door for them, if the Door is not closed 1 of the players from that Team will close the Door prior to the puck drop etc.

2) Contact with the Goaltender is on the rise again. Anytime an offensive player makes contact with the Goaltender whether it be backing into the Goaltender, skating into the Goaltender, falling into the Goaltender etc the REFs will call minimum of a 2 Minute Minor for Goaltender Interference, be aware that this may be increased to 5 Minute Major+Game Misconduct for Goaltender Interference or Goaltender Charging based on degree of impact or if the Goaltender is injured. Most severe a Match Penalty. 

Further if the defensive player knocks an offensive player into their own Goaltender the REFs will call 4 Mins against the defensive player 2 Mins for 'The Initial Infraction'+2 Mins for Unsportsmanlike Conduct & 2 Mins against the offensive player for Goaltender Interference. The only exception to any of this is if the Goaltender initiates the Contact then no penalty or a penalty against the Goaltender maybe called. If we are going to protect the Goaltender then the Goatenders have no right to make contact either. The REFs will crackdown on protecting the Goaltenders as too many are getting contacted with & resulting in potential altercations & injuries. In 1 game alone, prior to this Directive, we had 3 Goaltender Interference penalties in 1 game.

GM's of each team please inform your players about these 2 Directives.

Reminder to Please arrive at the Parkade Ice Users + Group Check-In Desk 30 minutes before your Scheduled Gametime and Check-In with the On Duty NCHL COVID Captain. 15 minutes before your Scheduled Gametime the Oval Ice Facilitator will open the Sliding Doors and if you and all your team is Checked-In you will walk as a team up to the Ice Side Staging Areas. Please don't be Late and Please don't make the NCHL COVID Captain have to seek you out. Be proactive and come up to the NCHL COVID Captain as soon as you arrive, this will allow you and your team to enter the facility ASAP.
